NOW THAT IT has happened to us, the White House is not calling for ''restraint.'' The State Department is not concerned about ''escalating the cycle of violence.'' There are no editorials imploring the parties to conduct a ''peace process'' and ''sit down at the negotiating table.''

Dropping bombs on isolated terrorists and their sponsors will not solve the mideast problem which deserves a more comprehensive solution.

We must take Iraq while the world is sympathetic to our plight. Pump enough oil to significantly reduce oil prices, stimulating the world economy. The lower oil prices will cause the mideast regimes to collapse so we must set up democracies there. Buy western Jordan for a new Palestinian state with infrastructure paid for by the Iraqi oil fields. Create US bases in Iraq from which to enforce regional stability. Afghanistan/Syria/Iran/Sudan are much easier to deal with once the US bases are in place with a million troops to back up our policies. And it gets rid of the requirement for US carriers over there.

DO IT NOW. WE MUST USE THIS OPPORTUNITY TO STABILIZE THE MIDEAST AND NEUTRALIZE TERRORISM.

And when the shooting starts, can reporters please do us a favor and clean the feces out of their ears like they forgot to do during Desert Storm press conferences. For those who may have forgot, or were too young to remember, these were some of the most inane and repeat questions ever asked in journalism's history. General Schwarzkopf did one of the first briefings and opened with exact specifics about what he could and couldn't talk about in the briefing (like current battle plans). The first reporter asked a question that the General said in his opening statement that he couldn't cover. If the reporter was listening then he could have saved himself from looking stupid. Some good questions were asked and answered. Then a reporter asked the same question that was answered completely five questions before. I still think to this day that the reporters asking the exact same questions were only given one question by their news department and wanted face time so bad they read it rather than not be on national TV. They weren't grilling the General because all of the repeat questions could not be answered better. At no time do I remember the press asking him to expand on a point. Then there were several more questions about things we at home knew he couldn't talk about (for our soldier's safety) but that didn't stop these morons. I could tell he getting annoyed as I was.

Simply put, democracies rarely go to war with one another. All our major wars of the last two hundred years have been between dictators or between democracies defending themselves from dictators. When a ruler is elected by the people, he has a natural restraint preventing him from sending their sons and daughters into combat in an aggressive war. No such restraint exists anywhere in the Arab world.

ISLAM AND JIHAD
The second major change required of the Arab/Moslem world is to create secular states not subservient to the rule of Islam. The problem for Israel with the rise of Islamic fundamentalism is the very hostile attitude that Islam has toward Jews and any non-Islamic person. Islam is all encompassing and guides behavior, law, religion and attitudes and relations with non-Moslems.Islam perceives the world as two separate parts:

2. All the rest is Dar el-Harb or the world of the sword or the world of war -- that is those non-Muslim nations that have yet to be conquered.

The concept of JIHAD or Holy War has been understood by most of us but there is another concept in the Koran with which few of us are familiar. But it is essential to understand this concept when relating to Moslems. That is the law of HUDAIBIYA which dates back to Muhammad and states clearly that "Muslims are permitted to lie and break agreements with non- Muslims." This applies to business, personal life and politics. Would a peace treaty be worth much if the other party is Moslem?
