He may just be a contractor, so to speak.
From the accounts I've read and listened to the entire terrorist network is like a spider's web. Loose communication, many organizations, some more disciplined than others, more professional, some less so.
As far as the bomber. I see one possibility. The bomber was a lone wolf. A Zealot. Not too bright.
Islamic Jihad? As I understand it the groups "sell" each other resources. Men from one group perform tasks for others. I think Bin Laden is more than a dilatant. I think he is a financeer, weaponeer and engineer. This doesn't rule out involvement by many different groups.
