I don't think it is possible to make a true nuclear implosion bomb smaller than a suitcase and <50 pounds. It is also very hard, and really, really dangerous to make a small bomb (there would definitely be detectable "accidents"). They would also require a lot of maintenance. They wouldn't be that powerful - not enough to destroy a city. A terror weapon, yes - but of course, they would soon be answered with a very large sheet of glass.
