Remember the much-maligned "Neutron Bomb", developed to counter the threat of massed Soviet armor in Western Europe- WITHOUT making the target area too radioactive to occupy? At the time, it was dismissed by the peace freaks with pony tails and earrings as "a bomb that killed people, but left buildings standing".

Doesn't that sound like it could be useful, right about now??

ONe of the things we might all be forgetting is that, if memory serves, we are just about slap out of conventional weapons such as cruise missiles. In order to do enough damage to make them suffer and think twice about doing it again, we would need a whole lot of conventional weapons. A few tactical nukes would be quite efficient if not environmentally conscious.
