THe reason Camp David is considered a likely location involves several elements. The second would be that it is a somewhat remote location, and publicly identifying a target that posed no threat to the general population makes people feel safer. I am curious about some of the reports I have heard about the plane that hit the Pentagon. rumors abound that it made a pass at the Capitol and White House but instead turned to an alternate target, the Pentagon. First, I am not certain that the Pentagon was an alternate target. Displaying the vulnurability of our military by hitting the Pentagon has made a significant impact in terms of shock value, which is the goal of these kinds of attacks. There was time, before the Pentagon crash, for scrambled fighters to reach DC from Andrews. I am wondering if ACAP were in place over the WH, which is restricted airspace and a clearer firing mission, and if that is what caused the plane to divert? I wouldn't even call it a theory, just an interesting question I'd like to see answered.
