Ok, If we are at war and the president and congress agree we are in a war status does the President get to declare marshall law like Clintoon signed in his Ex Orders?

I'm not saying I want this to happen but what are the legal issues in this?

If we declare war who/what is it against?

I worry that the President and Congress do not seem to understand this.

Too many people seem to see this as a disaster or a crime.

Our prayers and God's grace go out to all those affected by this heinous attack.

This was truly a "SURPRISE" attack done without provocation, where American justice will pursue and achieve its full measure!

Deo Vindice

P.S.,

All comparsions to Pearl Harbor, however, must recognize that Dec. 7, 1941 was NOT in fact a surprise attack at all, but the sacrificial price paid for the United States entry into WWII.
