While it's too early to tell who masterminded the horrific terror campaign directed at Washington, D.C. and New York City, Osama bin Laden must be considered the prime suspect. The Saudi madman may be the one international terrorist with the ability to finance and coordinate such a deadly assault.
While this could appear to be a Bin Laden operation, it exhibits a level of sophistication and communications secrecy highly atypical of terrorist groups. I would find it unsurprising if we discovered some rogue state running it with Bin Laden acting on the side (Bin Laden is more a friend to Saudi and Kuwait than to Iraq).
I counsel against an arbitary strike against anyone based on no concrete evidence. That makes us just as much the terrorist as whomever executed NYC/DC. Should Saddam prove to be culpable, we should definitely finish the job 41 abandoned.
Also, remember there are other rogue states out there that don't like us: Iran, Afghanistan, Somalia for instance. And, if you really want to reach, the PRC.
