The Southern California Edison bailout plan approved by the Assembly on Thursday was a political victory for Gov. Gray Davis, whose previous inaction let the state's energy woes snowball into a full-fledged crisis. But what may help a governor revive his ailing presidential hopes won't necessarily lead to a functioning electricity system.
