The leading business group in Turkey, TUSIAD, has set out a package of constitutional reforms to end restrictions on freedom of expression, so that the country can meet the criteria for European Union membership.
One of the proposals calls for the removal of the reference to forbidden languages in the constitution.
That could open the way for an end to the ban on the use of Kurdish in broadcasting and education - a key EU demand.
The business group also calls for an end to anti-terrorist laws which have been used to imprison dozens of writers, intellectuals and human rights activists. The proposals come a week before the Turkish parliament is to debate more than 30 constitutional amendments.
