In ceremonies clouded by protests in San Francisco, the United States and Japan observed the golden anniversary of their alliance yesterday with a renewed Japanese apology for war crimes but with firm rejection by both nations of demands for further reparations.

It's not for them to decide but it appears Powell has let them get away with it.
