Maine’s Highest-Billing Home Healthcare Provider Indicted for Fraud Following a Visit from The Maine Wire

Federal authorities arrested six people associated with Community Home Health Care on fraud charges following a federal grand jury indictment, months after The Maine Wire visited the company’s South Portland office and the state suspended its ability to bill MaineCare.

“Today’s arrests have dismantled an elaborate alleged fraud ring dedicated to fleecing a system meant to help those in need. Instead of taxpayer funds paying for the care of our friends and neighbors, these six individuals are accused of fabricating services and pocketing the money to enrich themselves,” said Homeland Security Investigations acting Special Agent in Charge Jeffrey Grimming.

A federal grand jury indicted six defendants as part of the case against the Medicaid mega-biller:

Noora Abd aka Um Mohammed, the business owner. Faysal Kalayaf Manahe, aka Abu Ayman, also owned Decent Health Care, which had its MaineCare billing suspended in June.

Adel Al Rashid, aka Abu Ayman Sura Almohammed, aka Um Ayman, Ethar Alyaseen Mohammed Alkhalaf, aka Abu Stayf

Community Home Health Care was the largest home care biller in the state and drew in $47,986,855 in taxpayer funding from 2019-2025.

The federal indictment identifies Noora Abd as the owner and the co-defendants as employees of Community Home Health Care and charges all of them with health care fraud conspiracy, false statements, and obstructing a health care crime investigation.
