Putin proposes summit with Trump and Xi to discuss Ukraine deal, WSJ says

Oct 18 (Reuters) - Russian President Vladimir Putin has proposed a summit next month with US President Donald Trump and Chinese leader Xi Jinping ‌to negotiate an end to the four-year-old Ukraine conflict that would ‌favour Moscow, the Wall Street Journal reported on Sunday, citing people familiar with the discussions.

The proposed summit comes amid warming ties between Trump and Putin especially after the US President announced a deal to buy Russian diesel and signed an order on Friday waiving key sanctions on Moscow.

Citing a former Russian intelligence officer briefed on the matter, the ‌paper said that Putin's suggestion came in an October 9 telephone call with Trump that also yielded the diesel deal between the two countries.

A senior ‌US official told the Journal that Trump had not agreed to such a summit, but he could be receptive to the idea.

"citing people familiar with the discussions"

Sources say...
People say...
'We had to wash this off after pulling it out of where the sun doesn't shine'....

The comments after the article sound like a certain contigent slinking around this site. Pretty entertaining.

My favorites:
betraying Zelensky--Excuse me, Zelensky is not my president, and I owe him no allegiance
...and...
none of these people have a right to decide what happens to another country without any input from that country--I agree. And the US isn't obligated to support Ukraine, either.

Personally, I think its gamesmanship, assuming the proverbial pot isn't being stirred by the 'media'. But, maybe its a way of forcing the parties to the table, and I think its indirectly putting the spotlight on the real troublemakers, a couple of which are having red/green alliance problems in their own countries (which they seem to be handling very badly at the expense of their own native populations).

Russian President Vladimir Putin has proposed a summit next month with US President Donald Trump and Chinese leader Xi Jinping ‌to negotiate an end to the four-year-old Ukraine conflict that would ‌favour Moscow

As I predicted some days ago when it was announced that Trump had been talking on the phone with Putin, it smelled like the deal had already been cut, or at least outlined, between Trump and Putin at the expense of Ukraine.

A couple of days later, when Trump published his social media post to the effect that he was negotiating for peace with Putin over Ukraine, it only increased suspicion that "peace with Ukraine" was only the smallest part of a bigger deal.

With this news we now know that Putin and Trump have agreed that China should participate, the speculation grows even more persuasive that a big deal is afoot.

It is Trump's worldview that the dominant powers should prevail and dominate smaller powers. He regards Russia, China and the United States as the three dominant powers of the world. It is no coincidence that when Putin and Trump dispose of Ukraine, China will be invited in. These three countries are planning to carve up the world into spheres of influence; Ukraine is only at the top of the list after Venezuela and Cuba.

We already know what the reaction in Europe will be, but imagine the reaction in Taiwan, Japan, South Korea, the Philippines, and Australia when they come to understand that they might be as expendable as Ukraine?

Acknowledgment: This is my own speculation based on suppositions about Donald Trump's worldview and viewed from watching his history toward Ukraine and his singular relationship with Vladimir Putin.

The timing-October surprise. Putin is well aware the world is a more dangerous place when the democrats are in power. The rats have every intention to neuter Trump should they take congress.

Zelensky was told not to attack Russian refineries so the price of diesel would come down.

The price of fuel is important to most American voters, Ukraine is not.

Zelensky can take credit for most of the diesel price rises, get the EU to subsidize American diesel prices or back off from attacking Russian refineries.

American voters have a choice to make and so does Zelensky.

There were two articles on the impact of high fuel prices on the top of the front page at the last issue of The New York Times I glanced at.

Democrats are running on a platform of affordability.

Trump has to get fuel prices down again.

Putin will probably effectively insist to the end that:
1. Russian assets to be returned by the EU, US & UK (over a specified time),
2. Ukraine to not be a threat to Russia as follows:
a. Ukraine to be neutral,
b. Ukraine not to be a member of any military alliance,
c. Ukraine not to have secret treaties,
d. no current or former foreign military personnel to be on the territory under the control of Ukraine, or in the airspace thereof, or on/in/above the territorial waters now under the control of Ukraine,
e. no nuclear weapons in Ukraine, or within its power,
f. no nuclear weapons development or production activity in Ukraine, or within its control,
g. no missiles with a diameter of more than that of a Patriot or long-range, or components thereof, to be in Ukraine, or within its control,
h. no drones in Ukrainian service to be within 12km of striking distance of Crimea, the Kerch bridge, Moscow, or Saint Petersburg,
except if within 50km of Kiev or Odessa or in train transit west of those cities for export
i. no stealth aircraft to be on the territory under the control of Ukraine, or the airspace thereof,
excluding a certain number of manned aircraft [F-35s] to be flown only by persons who only possessed Ukrainian citizenship 20 years before,
3. full civil rights & anti-discrimination law protection for Russian ethnics and Russian language speakers resident in Ukraine,
4. Ukraine to enact and retain German-style anti-Nazi laws,
5. sanctions to be removed after a certain period of Russian good behavior.

Zelensky might insist that:
1. the agreement should state that it is a long-term armistice meant to preserve human life and property and that no territory is to be considered as ceded or any claim to territory relinquished,
2. Ukraine be allowed to have an unlimited number of trained military personnel of Ukrainian citizenship, artillery pieces, artillery shells, anti-aircraft guns, anti-aircraft missiles of types now in its service and future equivalents, tanks and drones of a range of less than a certain number of kilometers,
3. monetary aid from the US and EU to enable Ukraine to retain in military service its battle-hardened military personnel,
[I suggest up to $12 billion/year, up to a total of $200 billion.]
4. the Ukrainian right to buy for source country money listed weapons [Patriots, anti-aircraft weapons, artillery shells, missiles] from the US, EU and possibly the UK at prices in line with what the source entity government(s) would pay, subject to such restrictions as the law of the EU itself may impose,
[That’s a security guarantee that I think EU citizens and Americans can live with.]
5. sanctions on Russia to be removed only after a certain period of Russian good behavior.

Both sides will insist that all POWs be yielded up within a period of time.

The front lines should those of any day after October 15 selected by Trump as justified by US intelligence evidence. The US should identify these lines to both parties ASAP so they can agree to them.

There’s actually very little to negotiate:
1. the base schedule for the return of Russian assets,
and asset return rate changes to ensure the good behavior of Russians and Ukrainians,
including their paramilitaries and other irregulars,
2. possible plebiscites to allow Ukraine to recover pro-Kiev areas,
3. the range limit for missiles,
4. restrictions on drones,
5. the maximum allowable number of manned Ukrainian stealth aircraft [48 F-35s?],
and a possible reduction in size of their weapons bays and fuel tanks so they can’t carry nuclear weapons to Moscow,
6. demilitarized zones, perhaps one kilometer on each side of the settlement front lines,
7. partially demilitarized zones, perhaps
a. no armored vehicle within five kilometers of the demilitarized zones,
b. no concentration in excess of 1,000 troops or 10 armored vehicles within any square kilometer area within 10 kilometers of the demilitarized zones,
c. no concentration in excess of 2,000 troops or 20 apparently armored vehicles within any 4 square kilometer area within 20 kilometers of the demilitarized zones,
d. no concentration in excess of 10,000 troops and 500 associated vehicles within any 10 square kilometer area within 50 kilometers of the demilitarized zones,
e. no stealth aircraft within 50 kilometers of the demilitarized zones,
8. electricity arrangements,
9. pipeline transmission through Ukraine,
10. EU/UK/US funding and weapons provision to Ukraine,
11. the time period Russians must behave well before sanctions are removed.

“PUNISHED”

The value of Western patents on things like drugs far exceeds that of Russian IP.

Chinese, Asian Indians, and Gulf Arabs could fly to the Russian Federation to get cheap cancer and other drugs made in the Russian Federation by Chinese and Indian experts.

Drugs might also be obtained at the nearest Russian naval base apothecary.

Putin will be expecting to get Russian funds back in full with interest, dividends and capital gains.

I will do you one better. Everyone go home, bury your dead, figure out how you’re going to get through winter and trade with the US for fuel so economies can be rebuilt.

The price of this is war in citizens and infrastructure has been expensive.

That’s Trump’s peace prize.

Sure its Ukraine attacking Russian refineries that's the problem not the Iran War that closed the Strait of Hormuz.

2. Ukraine to not be a threat to Russia as follows:

Ukraine is not and was never a 'threat' to the existence of Russia while Putin/Russia is clearly a threat to the existence of Ukraine.

By removing Ukraine's right to make/join alliances like NATO, what real security does Ukraine receive? What stops Putin from launching another attack? Putin signing a treaty like the one he signed with Ukraine in 2003 that he violated?

Russian President Vladimir Putin and Ukrainian President Leonid Kuchma signed the Treaty on the Russian-Ukrainian State Border in Kyiv on January 28, 2003 recognizing each others boders.

And when Ukraine and the EU refuse to agree, will Chinese troops be sent in to fight alongside the Russians and North Koreans? What about our own, since this appears to indicate who we are realigning with?
