the REAL solution is to build more refineries in the USA ... President Trump should issue an RFP for the construction and operation of massive refineries on Federal Military bases near petroleum supplies to guarantee sufficient supplies for the military, with “surplus” production provided to commercial channels ... building on military bases takes away all local and all federal circuit courts control ...
