Adding stay-at-home parents to the eligibility list for federal child care subsidies would not require additional funding. It would simply reshuffle who receives subsidies. If every state implemented the administration’s plan and prioritized the newly eligible parents, our simulation estimates that roughly 195,000 children’s subsidies would move from single-parent households that qualify through work to households that qualify because one member is not working.
This scenario is politically and legally unlikely. But it illustrates how the proposal treats federal welfare as a tool for winning the culture war without regard for the broader economic damage caused by the policy change.

Besides, this is not a democracy as CATO refers to this nation, but a republic. Words matter. Like CATO saying President echoes "twentieth-century fascists." CATO doesn't like President Trump and has consistently disliked his policies. That is, in part, because CATO says of itself, "The Cato Institute is an American libertarian think tank headquartered in Washington, D.C. "
Perhaps women could be allowed to get refunds of 1040 income tax going back as much as ten tax payment years, as much as $9,000/year, and for as much as $40,000, for as many as two children she bore. All the money from a joint return of hers would be available, subject to the caps. This option would only be available on children not getting any other form of governmental childcare help.
Under my plan, women wouldn’t have to be married. There would be no need to verify 35 hours of work. They could use the money to pay for commercial child care if they prefer.
Welfare benefits have to be given to so-called “refugees” by treaty. Tax refunds don’t. Mom (and her joint filing partner, i.e. husband) would have earned the money she would be getting back - it would not be welfare.
Ownning the libs is more important than cutting welfare and programs that give people an incentive not to work.

These’s also the possibility of four days in the office and one day at the childcare center, for a five child to one staffer ratio.
The childcare center could be in the office building and paid for by the employer.
