The Trump administration is reportedly considering business deals with Russia before the war in Ukraine ends, marking a potential shift from Washington’s previous position that economic ties with Moscow should follow a peace agreement.
The administration is weighing whether to conclude separate economic agreements with Moscow even without a broader settlement of the war, according to two people familiar with the talks cited by The New York Times.
A US official told the newspaper that such deals could move forward because they would “show that the United States is serious about a reset relationship with Russia.”
The administration also wants to create additional economic incentives for Russian elites to push Moscow toward peace, according to the official.
The thinking is that business agreements with the US could “help convince anti-American hawks around Mr. Putin that Mr. Trump really does want to create a new relationship with Russia,” the official said.
The reported shift comes as US efforts to broker an end to the war have stalled, including over Russia’s demands for control of Ukrainian territory in Donbas.
It would mark a departure from Trump’s position last year that economic cooperation with Russia would come only after the war was resolved.
Ahead of his meeting with Russian President Vladimir Putin in Alaska in August 2025, Trump said Russia wanted economic cooperation but that there would be none of that “until we get the war settled.” A year later, reports said his treasury secretary, Scott Bessent, conveyed the same stance to his Russian counterpart on the sidelines of the G20 summit in August.
Trump has repeatedly highlighted Russia’s economic potential and expressed interest in restoring business ties with Moscow.
The specific agreements now under consideration remain unclear. Potential areas of cooperation previously discussed by Moscow and Washington have included energy, investment, Arctic projects and the involvement of US companies in Russian industries.
After Putin met with Trump’s special envoys Steve Witkoff and Jared Kushner in Moscow, Kremlin foreign policy aide Yuri Ushakov said the talks covered “economic issues and potential major mutually beneficial Russian-American projects.”
The reported approach comes as Washington simultaneously pursues additional economic pressure on Moscow. The US Congress has advanced legislation that would expand sanctions on Russia and allow tariffs of up to 100% on countries buying Russian energy.
For now, any new business agreements remain under discussion and have not been announced as official US policy.

Russia has over $75 trillion in natural resources. Best thing to do is re-establish Trade with Russia, they have much of what the West needs, and cheap.

As the Russians are not giving back the Russian Donbass ( it is filled to the brim in natural resources), best we get Trade deals going and US companies to participate in the extraction. There is simply not enough Ukrainians left to handle the task....
A lot of those resources are stuck in the ground, and would take massive investment and decades to pull out

I follow the ISW Ukraine updates. The Ukrainians seem to have stabilized matters in the Donbas, but the Russians have advanced in other areas. Previously, Ukraine made Russian advances generally negligible and costly. I suspect Ukraine has a shortage of drones or Russia has a frontline anti-drone defense system that is fairly effective.

One person familiar with the discussions told the Kyiv Independent that Siluanov opened the meeting by outlining potential areas of cooperation between Russia and the U.S.
Bessent then made clear that no economic relief or agreements on other issues would be possible "until the war is over," the person said.

The Treaty on the Russian–Ukrainian Border Treaty delineated the land border line between the two countries.
Vladimir Putin signed it on January 28, 2003. The Russian Federation ratified it on April 22.

The war that Ukraine started is like USAID, a $$ funnel for politicos to skim. That is all it has ever been about. Let Donbas do what Ukraine agreed to.
Please don’t call me a Putin lackey. I was never a fan of Putin advancing beyond the areas of Ukraine already under Russian control, and I certainly don’t support many of the things he has done. But we live in the real world, and sometimes foreign policy requires dealing with who we disagree with.
And since I can still express my thoughts here, I’ll offer this:
President Trump needs to go on offense. With the 2026 midterms approaching and the possibility of a very different Congress afterward, finding ways to reduce international tensions and their economic consequences can do just that.
This can be done with a broader negotiated arrangement with Russia and Ukraine.
The United States could seek an agreement in which Russia formally commits to making no further territorial advances in Ukraine and freezes its forces at their current positions while negotiations toward a permanent settlement continue. In return, the United States could gradually reduce or halt certain forms of military assistance to Ukraine, with the details tied to Russia’s compliance.
The agreement could also include a reduction or lifting of selected Russian oil sanctions in exchange for verifiable commitments. One such commitment could be an active Russian role in helping guarantee freedom of commercial navigation and the uninterrupted movement of energy through the Red Sea, Persian Gulf, and other strategically important waterways.
There could also be a separate but related understanding concerning Iran: Russia would use its influence to support an agreement preventing Iran from developing a nuclear weapon and would cooperate with international verification efforts. The objective would be diplomacy and verification rather than another open-ended military conflict.
