ActBlue told Congress its "passport verification" stops foreign donors.
Their own policy says otherwise: it only checks that the number has the right number of characters. No database check. No real verification. Ever.

A donor's information pointed entirely to Canada. ActBlue approved it anyway because — and this is a real quote — “Twitter seems to confirm that they are a real person.”
Lying. The info I read said Act Blue lowered their security measures - twice - in the 2024 campaign season.
This one says “Please stop deleting my requests. You are violating the laws and policies of our company.” Deleted 5 seconds later.

Every lawyer on ActBlue’s legal team was gone within 4 months of the 2024 election.

• ActBlue’s policies that allegedly “prevent” illegal, fraudulent political contributions
could be bypassed easily by foreign actors.8
• ActBlue’s “passport verification process,” which allegedly prevents illegal foreign
donations, is an ineffective security method that does not actually require a valid U.S.
passport number.9
• ActBlue repeatedly instructed its fraud prevention analysts to “give the donor the benefit
of the doubt” and to ignore red flags about contributions with foreign indicators.10
In 2023, Wallace-Jones wrote to the Committee on House Administration to describe ActBlue’s multilayered approach to “root out potential foreign contributions.”11
The letter claimed that ActBlue required passport information from donors providing an address outside of the United States, and that “[o]nly donations with passport information are processed.”12
In its subsequent document production, ActBlue claimed that the platform “validates” passport
numbers to ensure that non-U.S. citizens or foreign donors cannot provide political contributions
through the platform.13
However, internal documents reveal that ActBlue’s “passport verification” feature is essentially toothless—it only ensures that the entered passport number contains a certain number of characters, not that it is a valid U.S. passport number. The provided documents expose that ActBlue does “not verify the [passport number] information in any other way . . . [or] check the information provided against a government database.”14
The documents produced to the Committees also detail several scenarios in which ActBlue supervisors instruct fraud prevention analysts to “give the donor the benefit of the doubt” in making a contribution, despite multiple red flags.15
Oftentimes, ActBlue employees were instructed to accept a donation that they had previously rejected for signs of an illegal foreign contribution. One ActBlue employee noted that a donor who “has a few red flags, such as IP/billing mismatch and a concerning IP provider name, a foreign credit card, an odd email domain, and [is] connected to other rejected users via browser fingerprint,” should be accepted because ActBlue “can't say for sure that this is fraud.”16
In another case, an analyst reported “an odd pattern of small donations to the [Kamala] Harris campaign using prepaid cards,” which another ActBlue employee affirmed were “good to accept.”17
ActBlue reportedly banned contributions from foreign prepaid cards and gift cards just before the 2024 election to prevent fraudulent donations via these methods.18
The SSA and AZDMV both have ID checks that match SSN to drivers license.
Pretty simple to setup.
If ActBlue really wanted to block overseas money, they could do it.
