Gas prices won’t go down much and it’ll take a year or better.
How will it provide lower gas prices for Americans? Are we stealing it by coercing control of it at below-free market prices? If the deal is corrupt it will reflect badly on the US and be another self-destructive act in a world that already says “Yeah, we like the heartless, brutal communist dictators more than the US” in polls.
So what does 65B relate to? What are our present known reserves in comparison? Sometimes these numbers look huge and then you realize that we use 10B/year.

US refineries are set up to run medium grade crude. US fracked crude is so light and sweet we need sour crude from to add to it for refineries to operate at peak

that puts OPEC in the back seat.
Why would we see a lot more Venezuelans in the US?
