In Philadelphia, the country’s second-poorest big city, the demand for deeply affordable rental housing is a constant.
To better meet that need, the Philadelphia Housing Authority launched an ambitious — and costly — plan to remake and expand its vast real estate portfolio. Over eight years, the agency estimates it will spend $6.3 billion to preserve, redevelop, build or acquire roughly 20,000 subsidized units.
That translates to an average unit cost of about $315,000 — more than the market value of many Philadelphia homes.

The fix is simple (& legal): Reduce govt to its lawful role/size. States are still bound to uphold & defend the inalienable Rights of the People.
Artificially inflate costs with taxes and regulations
Artificially inflate labor costs with minimum wage
Increase the need with illegal immigrants
Decrease the available housing via regulation.
Viola! 315000-dollar boxes as living spaces.
All this real estate and property management that the private sector finds so difficult to run even though they run it for profit and hire and fire seeking the best talent available at all levels of the business, yet a government bureaucracy builds this real estate empire with no profit concerns, no hiring and firing the best, no accountability, no interest in success or failure, just another money hole that they keep alive forever while never truly involved in the daily nuts and bolts, they just buy and tax, and allow it to decay, as like vampires they suck what they can for themselves from the eternal process.
In this case it would be "Prevailing Wage Rules" which equates to Union Wage will be paid to everybody that swings a hammer, or pushes a broom.
You can build a brand new housing complex and within a year it will look like Mogadishu Somalia.
The problem is not lack of housing, the problem is the type of tenants. If you remove democrats, you will remove the problem.
I would tend to agree with this. The prices that were stated were completely out of reason in my opinion.
No-show but paid jobs included, bust-outs where all copper wire and piping is stolen and needs replacing plus damage done by scavenging it. Bills padded and skimmed. Inflated contracts going no-bid to associates’firms. Inspectors paid to pass substandard work. etc.

I don’t believe we constituted government and authorized taxes so that the government could be our landlord.

For the same reason the mafia was in trash collection, cement, and loading docks, among other things, expanding corruption. Government = mafia the only difference is the mafia tried to avoid killing “civilians”.
People, who do not own their abodes, and do not even pay rent, will not care about their apartments.
When they destroy them, government will supply another, nicer flat.
A few years back I recall a customer telling me about building housing on the Yakima Indian reservation in WA State.
He said they were tearing down the existing buildings. That were thirty years old. Demoing and even replacing the concrete foundation/slabs.
I asked why they would need to replace the foundation? He said that after thirty years of public housing on the Res, that even the concrete was so badly damaged it had to be replaced.
WAtching one of those house flipper shows set in Hawaii recently, 1.4, 1.5 million is considered “affordable” housing now.
