Italy said on Friday it was suspending the EU's border-free Schengen arrangements with Spain for one month in response to a mass influx of migrants into the Spanish enclave of Ceuta from neighbouring Morocco.
Italy does not share a land border with Spain but the measure - which looks certain to anger Madrid - will impact people travelling by plane or boat between the two countries, meaning they will need to show a passport to gain access.
Italy's interior ministry said in a statement it had also agreed with Paris to strengthen controls along the Franco-Italian land border to try to prevent any undocumented migrants from crossing.
Critics of Prime Minister Giorgia Meloni's right-wing government dismissed the move as a symbolic gesture aimed at a domestic political audience, with no evidence that the migrants in Ceuta had any intention of heading to Italy.
The decision to halt the Schengen pact came after Spain said it had reversed the rush of migrants into its enclave in North Africa, with most of the more than 50,000 people who had crossed the border heading back voluntarily.
Meloni's coalition, which came to power in 2022 promising to reduce illegal immigration, has faced strong pressure from a new far-right party led by former army general Roberto Vannacci, whose anti-migrant rhetoric has resonated with some voters.

I’ve never regreted that I voted NO to Sweden entering the EU (1994). Unfortunately, we lost. However, 9 years later we managed to keep Sweden out of the euro.
Is Italy going to set up border check points?
Specifically.
Tousi had a quite funny clip from Spanish TV. The young reportress was talking about all the women and children entering Ceuta. And then she is overwhelmed by young men who pushes her out of view.
Of course it is military age men, some +90% of them.
Poland sure regrets it now. They assumed at the time that Europe was still Europe. It isn’t anymore.
Between Lyon, France and Turin, Italy there is a tunnel at the border. Will they stop cars before they enter the tunnel? Just curious.
I don’t know. So far nothing in the Italian or French papers. But there are a number of large crossings (including the tunnel) between France and Italy, where I assume travelers will have to show passports.
### Permanent border checkpoints
For most internal Schengen borders, **permanent passport checkpoints disappeared** when the countries joined the Schengen Area. For example:
* France–Italy: **1997**
* France–Spain: **1995**
* Germany–France: **1995**
The old border stations often still exist, but they’re abandoned or repurposed.
### Temporary border checks
Since then, **temporary internal border controls** have been reintroduced several times. The biggest periods were:
* **2015–2016:** European migration crisis and terrorist attacks (especially after the Paris attacks). Several countries reinstated checks on some internal borders.
* **2020–2021:** COVID-19 pandemic. Many Schengen countries temporarily restored border checks or restricted travel. At one point, **18 Schengen states** had internal border controls.
* **2022–2025:** Some countries continued or reintroduced checks because of migration and security concerns. France, Germany, Austria, Denmark, Sweden, Italy, the Netherlands, Slovenia, and others have all had temporary controls on various borders.
### What it’s like today
Even where temporary controls exist, they’re **not usually like the old Cold War-style borders**.
Typically you’ll see:
* Police or border officers at major crossings.
* Random or selective checks.
* Some vehicles waved through without stopping.
* Others directed aside for document checks.
So if you drove from Lyon to Turin today, you would **probably not** be stopped, but you **could** be selected for a check, especially during periods of temporary controls or heightened security.
In other words, the Schengen Area has never been a guarantee that there will **never** be border checks. It means that **routine immigration control at internal borders is normally absent**, but member states retain the legal ability to reintroduce temporary controls when they believe there is a serious security, migration, or public-health reason.
Here is an example road between France and Italy. I would hate to be a cop sitting here all day and night asking for passports:
