There’s actually a “United Council on Welfare Fraud”?
And they have actually held FIFTY TWO “National Training Conferences”?
What was the result of all that sound and fury? What did it signify?
There is no way to prevent fraud when you are stealing 800 billion dollars and giving it away. It would take tens of thousands of forensic accountants just to make a dent...

Historically some IG in some states have been more successful than in other states. Sometimes the IG is more aggressive but the AG is less aggressive. Here in GA the R AG is asleep at the wheel. Maybe the IG (There are many in many different state agencies) just think all their effort will be ignored by the attorneys so why try. Similar to the way whistle blowers are so often ignored by the IG (and media and FR and non-media).
For example, the Deloitte IES welfare fraud was built into the design. Whistle blowers, including the CIO of GA DCH (Medicaid) went to great lengths to get it properly designed and were ignored in 2013-14.

Obviously you don’t know IT. The CIO of GA DCH (Medicaid) identified the problem in the design of the software in 2013-14. It is FRAUD (rather than WASTE) precisely because DELOITTE INTENTIONALLY designed the ENTERPRISE MASTER PERSON INDEX of the Integrated ELIGIBILITY System to have the DEAD and DUPLICATES ELIGIBLE for MEDICAID, CHIP, SNAP, WIC, TANF, Sec8, LIHEAP, etc. It had other design flaws. Most notably the way it handled address was the ABUSE part of FRAUD WASTE ABUSE. The way it handled DEI only became an issue because my co-worker was obsessed with it being done right, which the H1b seemed not qualified to do.
A MASTER PERSON INDEX has been an IT staple for the 50+ years I’ve been in IT. It is much cheaper to do it right than to do it wrong when it is needed. (I bet the sister IT vendor could be assigned to take over IES and fix in with 3 people at $150/hr each in 120 hours. They don’t have as many (if any) H1b. (I am not against all H1b. I am against incompetent H1b.))
I don’t doubt you. I am IT also. I used to run 3 court systems. Basically you are saying a good amount of the theft is an inside job and unfixable. If you point this out to anyone they call you a conspiracy theorist or racist. Right?
I still stand by my general observation. The whole thing is unworkable regardless of how the theft is taking place.
The H1B system is destroying our countries information technology infrastructure. I cant wait to see it all come out. Maybe when the AI bubble pops.

What is “IES”?
### Background on Georgia’s Integrated Eligibility System (IES)
Georgia’s Department of Community Health (DCH) — which runs Medicaid — contracted with **Deloitte** to build a new “Integrated Eligibility System” (IES) starting around 2013–2014. The goal was to modernize how the state determines eligibility for Medicaid, CHIP, SNAP, TANF, and other programs.
The project was plagued with **major problems** from the beginning:
- Significant delays
- Huge cost overruns
- Eligibility errors (including duplicates and incorrect approvals/denials)
- Technical design flaws
Multiple audits, legislative hearings, and news reports from that era document ongoing issues with the system’s design, including problems with the **Master Person Index** (the core database for identifying unique individuals) and address handling.
### The CIO Claim
It is **plausible and likely true** that the CIO (or senior IT leadership) at DCH flagged serious design problems in 2013–2014. Government IT projects of this scale almost always have internal warnings and red flags raised by technical staff early on. Public records show that concerns about the system’s architecture were raised during the development phase.
### Bottom Line
The broad claim — that serious design flaws (including in the Master Person Index) were identified early by DCH’s own IT leadership — **aligns with documented history** of the troubled IES project. Whether those flaws rose to the level of intentional fraud is a much stronger accusation that would need concrete proof.
DELOITTE IES Integrated Eligibility System is the computer software programs and database that make welfare possible in most (but not all) states. It is intentionally poorly designed and thus fraudulently designed.
Not only is it fraud. IES garbage data is what makes much of the other fraud possible and hard to find and prosecute. Other fraudsters can say “It isn’t my fault. It is the fault of IES that they paid me mistakenly.”
Federal and State agency staff, and Gainwell and other IT contractors and vendors and insurance companies and providers all receive Deloitte IES garbage data. They have to waste a lot of time and money on that garbage data. This detracts from them looking at FRAUD WASTE ABUSE in other areas.

Deloitte IES and most inside FRAUD WASTE ABUSE is easily fixable. DEAD, DUPLICATES and DEI is very cheap and easy to fix.
The address garbage cost depends on how much is fixed. It is cheap and easy to fix 50% of the bad address garbage. It is a little more difficult but still routine IT to fix another 40%. To fix the last 10% of Address garbage data would probably cost as much as to fix the first 90% of Address garbage data with most of that cost in the final 3%.
A good amount of the theft is the SWAMP dweller Deloitte.
Deloitte has contracts with most (not all) states and IES is their #1 welfare product. They have other welfare products that “partial IES” for just Medicaid, or just SNAP, and those are not “Integrated” which means all welfare programs together. They also have unemployment and other products in CA and many other states.
Most bureaucrats (both Federal and state) do not want to rock the boat. It isn’t in the nature of a bureaucrat to call attention to himself, or to anything.
This SWAMP issue is not necessarily a Left wing : Right wing issue. Left Wing KFF Kaiser Foundation is quick to point out Deloitte FRAUD WASTE ABUSE in other welfare contracts.
The problem is this probably goes all the way up to capitol hill itself. That is why everybody gets rich there. It is not all insider trading. If that is the case then your only other choice is the news media. But we haven’t had a functional one of those since 1970.

Other than raising an army, what are we to do? The news media wont even report that google and facebook are attempting to replace every computer job in the USA with Indians and Pakistanis.

If you try to fight this alone you are swinging at windmills at the very best. Possibly getting hurt at the worst.
Ultimately it is up to the American voters (even the non citizen voters). But they have no idea what’s going on.
Good job of explaining the context. Things could be added.
1) Obama greatly expanded the size and complexity of welfare. That is the #1 reason for the birth of IES. GA was one of the earlier states to adopt IES. It gradually came to other states as the contract periods vary by state. (I may be mistaken. But CT kicked Deloitte out due to high rate of errors.)
2) In GA, Medicaid money was controlled by DCH Department of Community Health which paid for DELOITTE IES. But GA DHS Department of Human Services actually has the contract with Deloitte. And, of course, 90% of the DD Design/Development money came from the Feds, passed thru DCH to DHS and then to Deloitte. When the CIO went to great lengths to try to get Deloitte to properly design and develop IES he quit as CIO of DCH and became a consultant to DHS precisely so he could focus on the area of greatest need.
3) In GA IES (The meaning of Integrated) pulls together in one database the applicants for Medicaid, CHIP Children’s Health Insurance, SNAP Supplemental Nutrition, WIC Women Infants, Children, TANF Temporary Assistance to Needy Families, Sec8 rental subsidies, etc. etc. This is all welfare under GA DHS Department of Human Services, which has the caseworkers out in the field, as well as office workers on a different floor of the same office building as the DCH workers.
4) Different states have different configurations of agencies. When GA started with Deloitte on this, GA had just recently defined/redefined the agencies of DCH, DHS, DPH, DBHDD, etc.
5) I was an IT consultant to GA 2013-June 2025. The first 9 months with voter registration and then 12.5 years with DCH.

The fact is that SIN is not limited to a few ethnic groups. Deloitte is the #1 abuser of H1b. H1b on Deloitte IES is a big problem. But H1b is not the reason Deloitte is committing FRAUD. H1b is convenient for Deloitte because if any of them were to gain a conscience and blow the whistle they would no longer be H1b in the US. That is one major function of the H1b system...to make sure staff are obedient servants.
