Don't get your hopes up, this is an inside sham. Clearly the article states the investigation is not to determine if action should be taken against the cops who facilitated the murder of Henry Nowak. All they want to make sure of is if the cops were open minded when they handcuffed Nowak while he was dying and never handcuffed the killer, even at the police station.
