Californians would have to take a four-hour course with live-fire training to buy a gun if a bill advancing through the Legislature gets signed into law.
Senate Bill 948, by Berkeley Democratic Sen. Jesse Arreguín, also would require gun owners moving to California to obtain a firearm safety certificate and register their firearms within 180 days of their arrival. Beginning in 2028, obtaining that certificate would require completing the training.

This country needs universal constitutional carry.
Do you need training for each gun you have? 5 hr live training for each caliber? I’d be there for yrs.

I’m a big supporter of the 2nd Amendment and conceal carry myself. I have no problem with requirements to demonstrate firearm proficiency. I have seen enough people who should be banned for life the way the handle a gun. Just say’in.....

Training should not be required, but training of some capacity is responsible people do. The problem there is the pool of responsible people is significantly smaller then even 20 years ago
Same with cars. Most of the idiots handling guns at least maim themselves. Not so much the case with cars.

I understand what you’re saying. But the problem is in the definition of “proficiency”.
Many years ago I went to an NRA gun safety class. One of the participants was an older fellow with severe palsy. His hand shook violently at the firing bench. So much so that the instructor quickly and gently disarmed him.
That guy has every right to own a firearm. But should he be allowed to carry?
I’ve bought some nice guns since I moved to Texas that are not on the CA roster. I may have to move back to CA for work - trying to figure out what the deal is for taking these guns back with me.
I’d just as soon NOT give training to thugsters. Their gun discipline is now so poor you stand an even chance of being unscathed in a 5’ shootout at the 7-11.

Does California require vehicle safety training before buying a car or upon moving to California?
250,000 are killed or injured on the road in California EACH year.
Oddly enough, the Constitution grants Congress the explicit power to require such training.
But for all men of military age, not just for gun owners.
So, if you want every gun owner to have such training, the answer is simple. Require everyone of military age to own a gun. Which power the Constitution also grants to Congress.

I can expect that military firearm trained owners will be required to take the course.
Which no doubt has lots of peripheral liberal indoctrination added in.
