The level of exposure to smoke that a non smoker gets from those smoking near them is multiple orders of magnitude less than what the smoker gets. To say they are harmed from it like a smoker is ludicrous on the face of it. But it had to be considered “harmful” in order to justify indoor smoking bans, which have now even been extended to outdoor bans, which are even more ridiculous.
