Arizona State Rep. John Gillette’a referral cites potential violations of several federal statutes related to election administration, computer security, and voter eligibility
Arizona State Rep. John Gillette (R-Kingman) presented a detailed investigative packet to the Arizona House Committee on Federalism, Military Affairs, and Elections on March 11 outlining alleged voter registration irregularities and discrepancies between county election records and figures reported by the Arizona Secretary of State.
During the presentation, Gillette, who chairs the committee, said the findings would be submitted as part of a criminal referral to federal authorities, including the U.S. Department of Homeland Security and the Department of Justice.
Gillette told lawmakers the material compiled by his office covers voter registration activity between March 2023 and the present and includes examples of non-residents appearing on voter rolls, discrepancies in party-registration records, and questions about how voter registrations are transmitted through state systems.
At the start of the committee meeting, he began, “This is going to be an investigative referral packet covering, and we’re going to cover voter registration anomalies from March 2023 through the present… This covers the Arizona Motor Vehicle Division, Service Arizona, Secretary of State, County recorders, and public assistance from HAVA website linkages through ACCCHS.”

“Between March 2023 and March 2026, we’ve conducted legislative oversight and run numerous bills to correct deficiencies we found in the voter registration system,” Gillette explained, adding: “Many of those bills have been vetoed by the governor.”
He noted, “We continue to find these anomalies.”
The presentation was part of the committee’s legislative oversight review.
Discrepancy Between County and State Data Highlighted
A central issue raised during Gillette’s presentation involved differences between voter registration data reported by county recorders and figures reported by the Arizona Secretary of State’s office.
Gillette pointed to a January 2024 notice sent by Secretary of State Adrian Fontes alerting counties to a system issue involving voter party-preference entries containing the word “party.” According to the notice, the issue could cause the state’s voter registration system to default certain records to an “other” party designation.
Gillette subsequently submitted public records requests to county recorders asking how many voter registrations were affected.
According to the responses cited in the committee presentation:
Coconino County reported 1,412 party-preference changes. Yavapai County reported zero changes.
However, Gillette said figures attributed to the Secretary of State’s office listed different totals.
“Coconino County reported that there was 1,412 changes,” Gillette told the committee. “The Secretary of State said there was two.”
Gillette also said the Secretary of State’s data showed 11 changes in Yavapai County, even though the county reported none.
According to Gillette, the discrepancies raised questions about whether voter registration data maintained by the state and counties were consistent.
“This is a direct violation of federal law,” Gillette said, “The voter rolls are to be centralized, maintained, and accurate, and numbers are supposed to be matching from the recorder and the Secretary of State. This is prime evidence that the recorder’s numbers and the Secretary’s numbers do not match,” he said.
Investigation Cites Multiple Registration Examples
The investigative packet presented to the committee included several case studies involving individuals who appeared on Arizona voter rolls despite residency or eligibility concerns.
Among the examples Gillette cited:
A voter registered in Dolan Springs who was later determined to be a Nevada resident. A California resident who remained on Arizona voter rolls years after moving out of the state. Landowners who purchased property in Arizona but never lived in the state yet appeared on voter registration records. A deceased individual whose death occurred in Nevada but whose name remained on Arizona voter rolls until later removed.
Gillette said some of the registrations were linked to interactions with state systems including the Motor Vehicle Division and the ServiceArizona portal.
“These are situations we were told do not happen,” Gillette said during the hearing.
Role of State Systems and Third-Party Vendors
Gillette’s presentation also focused on how voter registrations may be generated through multiple government and quasi-government systems.
According to the presentation, voter registrations can originate through processes tied to the Motor Vehicle Division, ServiceArizona transactions, or public assistance applications linked to federal election programs.
Gillette said county election officials often receive voter registrations marked simply as originating from “ServiceArizona,” which may limit their ability to determine the original source of the registration without further investigation.
He also raised questions about whether third-party motor vehicle offices or Non-government Organizations (NGOs) involved in registration outreach could be connected to some of the voter registrations discussed during the presentation.
During the hearing, Gillette referenced discussions with former Motor Vehicle Division leadership about oversight of third-party providers and the auditing process used to monitor their activities.
Federal Database Used to Review Registrations
Gillette also described a voter-roll review conducted by the Mojave County Recorder’s Office using the federal Systematic Alien Verification for Entitlements (SAVE) database.
According to the presentation, the county used the database to identify voter registrations with out-of-state mailing addresses.
Gillette said Mojave County contacted approximately 3,998 individuals whose voter records reflected out-of-state mailing addresses to verify their eligibility or update their registrations.
He described the effort as an example of how voter-roll maintenance could function when federal verification tools are used.
Lawmakers Ask Whether Irregular Registrations Resulted in Votes
Committee members questioned whether the examples presented involved individuals who had actually cast ballots.
Gillette responded that in several cases the individuals identified in the investigation were unaware they were registered in Arizona.
For example, he said a California resident contacted during the investigation initially believed the inquiry was a scam because she was unfamiliar with Arizona voter registration procedures and had never visited the address listed on the voter record.
“Not all of them voted,” Gillette said when asked whether the registrations resulted in ballots being cast.

When asked by Ranking Member Rep. Lydia Hernandez (D-Glendale) about the nature of the violations she characterized as “glitches,” Gillette responded:
“The individuals in California, husband and wife, had no idea they were registered to vote in the state of Arizona. In that exhibit. They had no idea. The individual that was labeled “No Labels” party, when I first contacted her, she thought I was a phone scammer trying to sell something. She’s not from Arizona. She didn’t know we have a No Labels party. She thought it was a scam. I texted her a copy of a voter registration card. She verified all the information, but she said she was not familiar with that address. She’d never been to that address. So we’re talking more than glitches.”
He added, “We’re talking somebody physically had to push a button somewhere to register to vote. That is what Mr. Jorgensen testified to. This is not a glitch. That’s why he started seizing computers and interviewing people and firing people. These are NGOs and third-party vendors that are registering people to vote. Where are they getting the information?”
Gillette continued, “So, like, you can sign in Adobe, it’s a click from an employee to sign someone’s name, and now you’ve sworn and affirmed on a computer click. That is not a glitch. That is a violation of federal law. These are not glitches. These are on purpose. Somebody from 1997, how do you skip not voting? This individual registered in 1997.
“Hasn’t voted in this state since 2000. Two cycles, you’re supposed to be removed. Why is this person not removed? Why was this not caught by two different recorders, a secretary of state? That’s not a glitch. That’s on purpose. Never lived in the state of Arizona. That’s on purpose. Stephen Richer telling recorders not to comply with the legislative public records request. That is not a glitch. That’s on purpose.”
“The Secretary of State’s numbers not matching the recorder’s numbers is not a glitch. It’s a federal crime. These are the numbers reported by the Secretary of State with his signature. His signature is still affixed to the form. That is a crime. It is not a glitch. This individual lives in Africa, has lived in Africa for 20 years, but gets a ballot to his home every year. Not a glitch. That’s a crime.”
Criminal Referral Planned
At the conclusion of the presentation, Gillette said his office planned to forward the investigative material to federal authorities.
The referral cites potential violations of several federal statutes related to election administration, computer security, and voter eligibility, according to the documents referenced during the committee meeting.
Gillette also invited committee members to sign onto the referral if they wished to participate. Several members declined during the meeting, while others indicated they would review the materials further.
Due to the presence of personal voter information in the investigative packet, Gillette said the full, unredacted documents would be made available only privately to lawmakers.
More Investigations Possible
Gillette told lawmakers the investigation has been underway since 2023 and has already prompted several legislative proposals aimed at addressing voter-registration procedures.
Some of those bills passed through the legislature but were later vetoed, according to his remarks during the committee hearing.
The criminal referral and accompanying documents are expected to be transmitted to federal authorities following the committee presentation.

“Federal criminal referral” means the unfortunate criminals will be quickly investigated, charged, tried and end up next to Brennan, Comey, Hillary and the others.
Meaning waiting for the caterers to serve the chef prepared meal at the lavish party at the Hamptons. At least there are top class hors d’oeuvres and champagne.
Sounds like another FBI raid is in order - not holding my breath though.

The DOJ is completely bogged down with hundreds of Democrat-sponsored lawsuits against the Trump administration and dozens of corrupted Federal judges who will rule for the Democrats every time on every issue regardless of laws.
The DOJ does not have enough trustworthy staff to handle the flood of resistance cases that the Democrats have poured onto them. We can justifiably criticize Pam Bondi for a great many flaws, but she is not the source of the problem with dropped cases.
Senator Thune refuses to allow President Trump to make recess appointments that could fill critical positions.
The GOPe Senators do not appear to want honest elections any more than the Democrats. It would upset too many established grifting schemes.
