“This would be a violation of our policy, a violation of the law,” Barnes told the Seattle City Council’s Select Committee on Federal Administration and Policy on Thursday. “They could be placed on administrative leave per the [Seattle Police Officers Guild] collective bargaining agreement.”
Barnes said what would happen to the officer ultimately would be based on a recommendation by the city Office of Police Accountability. He said he would offer an officer the chance to talk to him before making a final decision on any permanent discipline.
Barnes has the power to fire police officers.

Just checked. Seattle is 57% white, 7% black, 18% Asian. Yet the police chief with four stars on his epaulets and four stars on his sleeve just happens to be black. Wonder why that is.

He failed all the Civil Service tests, but affirmative action got him promotions.
I'm a white female who got a 92 on a Sergeant's exam, but was passed over for promotion by NY State for 5 years while blacks and hispanics were given extra points and promoted ahead of me. That was in the years 1984 through 1989. I lost salary in the new title, yearly performance advancement increases, union contracted increases, overtime, and seniority as a Sergeant during those 5 years.
Those with lower scores who were promoted ahead of me, were also eligible to take the Lieutenant's test once they'd passed their year's probationary period, and some were promoted to Lieutenant before I was eligible to take that same test.
I finally made Sergeant in July 1989, just before the list was going to be scrapped. I retired in 2003. This past December, I began my 23rd year of retirement. The State calculates your pension based on the belief that you will die within 15 years of retirement. That means my pension was exhausted at least five years ago, but they still have to send me a check each month.
