It is Brooklyn (probably Williamsburg off of the Williamsburg bridge). Traffic moves slowly, side walks are everywhere and they are wide. This is not like a funny intersection in a suburb or small city coming off of a high speed curve.

It is intentional, and pretty stupid unless you are using a Power Wagon or loaded cement mixer.

Crown Heights, 770 Eastern Parkway, World Lubavitch Headquarters, and the SOB backed up and rammed repeatedly, trying to get his vehicles down the stairs through the wide doors at the bottom, so there’s no doubt that it was intentional. And the arrogant way that he was acting speaks volumes. Didn’t you watch the video, listen to the audio? It was just a couple of minutes, recorded on the scene.

A simple look to the rims shows the tires were no spinning without traction in the cold.
