Two Boston men were arrested and charged with fraud that authorities say raked in so much Supplemental Nutrition Assistance Program (SNAP) money that their tally began to outpace legitimate supermarkets. The men — Antonio Bonheur, 74, and Saul Alisme, 21 — allegedly operated their scams out of two small variety stores in the Mattapan neighborhood, according to the Department of Justice (1). Despite their small size and limited food offerings, these stores allegedly reported extremely high SNAP redemption volumes that went “far beyond what could reasonably be supported by legitimate food sales.” “To be certain, these were not supermarkets. They were not full-service groceries,” Leah Foley, U.S. Attorney for the District of Massachusetts, said in a press conference (2). “It would be a huge stretch to even call them convenience stores. In fact, the only thing convenient about these stores was how easy it was to commit SNAP benefit fraud.” According to the criminal complaint, Bonheur allegedly redeemed roughly $6.9 million in SNAP benefits through his Jesula Variety Store between September 2021 and November 2025. As for Alisme, authorities say he “trafficked over $121,890 in SNAP benefits” through his Saul Mache Mixe Store beginning in May of this year. Both men have been charged with one count of food stamp fraud.

Every tie, government gives out something, it is being abused and subject to fraud.
Reagan went after welfare queens big way, but the “compassionate” people giving away government largesse were in charge since.

So people with EBT cards were swapping benefits for cash... this isn’t about “stolen” benefits, the only victim is the taxpayer. Until you come down on the “beneficiaries” the fraud will never end. Better to give out bulk food items like rice, powdered milk, cheese like the old days.
Those “convenience fees” for using SNAP cards, as opposed to cash or credit/debit cards, hidden in the “special” prices can sure add up! People should be fired for the lack of oversight or poor reporting rules. Even Haitians will figure it out eventually, or be told by someone else passing it on.

Private Mom & Pop stores do that all the time. Around here, anyway.
Wnd ALL government welfare. Corporate, personal, NGO, foreign aid, cities, states, etc. ALL of it. It is all a scam one way or another.

In all welfare programs there are several categories of people
A) The poor, the recipients, the intended beneficiaries\
B) The PROVIDERS. SNAP is intended to also benefit food sales retailers. Medicaid is money for Medical Providers.
C) Support PROVIDERS, IT firms that enroll eligibility and process the movement of money from A to B and from B1 to B2.
The fraud starts, not with A or B but with C. The best example is Deloitte IES Integrated Eligibility System which is in 25 states, mostly the big states.
