I’d bet the elections in CA have been rigged going back decades. I lived there all my life, everything we ever voted for never passed.
Within a few decades the state goes from Reagan to 100% American hating Communist? I’m not really buying that. I’m starting to think the elections in the U.S. have been rigged at every level, city, county state elections and likely all been manipulated for a long time.
Look at Minnesota for example, foreigners who were let in by corrupt “Government Officials” and were looting billions from the taxpayers while the “Government officials” stood around smiling for the cameras...All while the tax payers were being shaken down and robbed around the clock for YEARS!!!
What they did would make committing election fraud seem like cakewalk.
Prop 13 is notable exception ... and the Democrat/Communists who rule over California are constantly chipping away at that ... it’s only a matter of time ...
As written now, if passed, it will be retroactive to Jan 1, 2026.
Any who leave now will still be hit. They missed the boat. But any who still stay after getting hit are very foolish, because there will be more of the same sort of stuff coming down the pike. CA can't tax the state into a balanced budget or a semblance of prosperity. The wealthy have been officially been declared cannon fodder for the anarchists running the state.
IMO, even if it doesn't pass the damage is done and will continue. Few ultra-wealthy people with sense will stay knowing if not this, it will be something similar later. Since they are already paying a large share of CA taxes, their leaving will accelerate the budget crisis.
Eventually all those who benefited from 13, most of whom are now mostly elderly, are all dying off. Eventually most everyone buying a home in CA will be paying sky high punitive property tax rates. Sure you can leave it to your adult kids, but what adult kids are going to want to share a home with all their siblings? Very few, hence those property will be sold and the new buyers will be jackhammered, paying brutal property taxes.

What really needs to happen, nationwide, is the total 100% elimination of greedy ever increasing property taxes. They’re choking people out! First time buyers can’t even afford 70 year old beater homes in many venues.
Besides, everyone now knows the more money we throw at government, the more corruption, the more waste, fraud and abuse. Those in government need to find another way to fund their bloated obscene pensions.

California is the test case for a personal wealth tax, a tax on the value of your TOTAL assiettes, even those you purchased with AFTER tax dollars.
If this is found constitutional, every broke blue state will pass their own version.
