A proposed mosque and commercial development in Broken Arrow is drawing statewide attention as Oklahoma Attorney General Gentner Drummond announced an investigation into the project.
Drummond cited public concern and questions about funding and oversight as reasons for the probe. The investigation comes just four days before the Broken Arrow City Council's special meeting on Jan. 12.
Drummond's office plans to review the project's ownership, governance, and financing, describing it as a matter of substantial public concern.
“Oklahomans deserve confidence that local land-use decisions are being made lawfully, transparently and in full compliance with state and federal law,” Attorney General Genter Drummond said in a press release, “My office will examine whether the proposed development and the processes surrounding it meet those legal requirements," he said.
The Oklahoma chapter of the Council on American-Islamic Relations (CAIR) has criticized the move, arguing that the debate should not be driven by Islamophobia. "If the city of Broken Arrow has concerns about things like traffic or utilities utilization or an environmental impact. Let’s have a conversation about those things," CAIR Oklahoma Executive Director Veronica Laizure said.
Drummond also raised national security issues, referencing the North American Islamic Trust, which owns the land, as reportedly having ties to the radical Muslim Brotherhood.
“Given the realities of global terrorism, there can be no compromise on public safety and security,” he said. “In our state, we have already seen a radical Islamist sentenced for plotting mass murder. Several 9/11 hijackers had attended an Oklahoma flight school. It is only appropriate to act with caution when the project in question might have connections to the Muslim Brotherhood.”
CAIR Oklahoma strongly disagrees with statement.
“These are accusations that have no basis in fact and so to open, to start an open-ended investigation into a community with no evidence of wrongdoing it does feel like it’s a very targeted persecution of a religious minority in our state," Veronica Laizure said.

The Broken Arrow Planning Commission recently approved a conditional use permit for the project, and the Broken Arrow City Council is scheduled to address the matter on January 12. In a statement, CAIR-Oklahoma Executive Director Veronica Laizure said:
Launching a witch hunt into a mosque without any evidence of wrongdoing sends the message to Oklahoma Muslims that their houses of worship will experience heightened scrutiny simply because of their faith. This unjust and unacceptable publicity stunt mirrors a broader pattern of anti-Muslim initiatives we are seeing from public officials in multiple states, where anti-Muslim fearmongering is used for political gain rather than to uphold justice or the Constitution. If Attorney General Drummond dares to flout the law by interfering with this house of worship, he should expect to find himself answering for his actions in a court of law.

The land for the proposed project was purchased in 2014 through charitable donations from residents of the Greater Tulsa region. No foreign funding was sought or received for either the acquisition of the property or the planning of this project. The proposed mosque and associated commercial development are intended to address persistent overcrowding at IST’s existing Midtown Tulsa location, particularly during Friday prayers and Ramadan services, and to serve the growing Muslim population that lives and works in the Broken Arrow area.
For more than a decade, the design and scope of the proposed center have been developed through extensive and ongoing coordination with the professional staff of the City of Broken Arrow, ensuring full compliance with all applicable laws, zoning requirements, and regulatory standards.
After a public hearing and based on the recommendation of City professional staff, the Broken Arrow Planning Commission approved the proposed development at its meeting on December 18, 2025.
The Islamic Society of Tulsa remains committed to working constructively with the City of Broken Arrow to move this much-needed community center forward in a manner that serves both its members and the broader community.
