A widespread fraud scandal in Minnesota involves the theft of over $1 billion in federal
and state social service funds, including money for housing and healthcare assistance programs.
The majority of the 87 people charged in the various schemes are of Somali descent, leading
to the schemes often being publicly referred to as the “Somali assisted living fraud”.
The Somali fraud is not a single scheme but a network of Somali thievery that exploited Minnesota’s robust social safety net programs.
Key elements include Diverse Schemes:

<><>the largest one known as “Feeding Our Future” (a child meal program during the pandemic),
<><>as well as Somali thievery related to housing assistance, behavioral health, and autism services.
<><>thieving Somalis submitting fraudulent invoices and claims for services
<><>Somali thieves outright lied using “ghost billing” to steal
<><>and falsely certifying Somali individuals as eligible for care.
Federal prosecutors have charged 87 individuals in the past three years, with 61 already convicted. The total amount stolen is estimated to be over a billion dollars, much of which Somali thieves spent on luxury goods like cars and international travel, and real estate here and abroad.
Somali Terrorism Ties: Investigative reports suggest that some of the Somali thievery may have been funneled overseas through informal cash-transfer networks (hawalas) and potentially reached the terrorist group al-Shabaab......in Somalia.
Prosecutors have also stated the primary motive appeared to be Somalis personal enrichment.
The Somali thieving scandal has generated significant political controversy in Minnesota and nationally. Critics of the state government claim officials were slow to act on red flags for fear of being accused of “racism” which the thieves used as a calculated MO to mitigate the thievery.
The scandal has been a focus of the Trump administration, which has ramped up investigations targeting the community. The story continues to develop, with ongoing federal investigations and new charges expected.

Initially, theses government programs were well intentioned and thoughtfully set up with financial controls and checks and balances. There was fraud in the system but it was mostly on the margins and the programs worked as intentioned.
Over time, people learned how to game the system and the fraud in the system began to grow to become a larger and larger fraction of the program. A huge driver of this increase in fraud was the rise of a very sophisticated fake identity industry capable of manufacturing very high quality fictitious identities combined with Federal, state and local governments that were incentivized to look the other way when it came to fake IDs, Illegal aliens and entitlement fraud.
As the fraud became more pervasive and the sum of money available became astronomical, the entitlement programs became increasingly structured to avoid accountability and to facilitate, disguise and enable fraud and theft.
Most recently, entire multi billion dollar programs were pushed through, often on an emergency basis, to basically act as slush funds to transfer huge sums of money via graft, theft and fraud by political operatives , non profits, NGOs and well connected interest groups.
Send them all back. They’re from a country where rival clans are killing each other over ethnic differences and this Ilhan Omar witch calls us racists. All she does is whine and complain out of her stink hole. Send them all back.

One thing that seems to be clear with the new FBI.
Very few leaks as they seem to be catching people flat footed.
Under Biden, the criminals would have weeks of notice.
I imagine lower level criminals will be enticed into squealing on their organizers and it will go up the chain from there. At some point RICO statutes will probably come into play.

You find this type of fraud rampant in every blue state. Often concentrated in various new/newish immigrant ethnic enclaves. Not just limited to Somalians.
