Trump greenlights Nvidia AI chip exports to China, touts 25% US share

President Donald Trump announced Monday that the U.S. will permit Nvidia to export its artificial-intelligence (AI) chips to China and other countries, partially reversing a Biden-era restriction on high-end chip exports.

Trump said the U.S. will gain a 25% share from the H200 chip exports and that the trade will be closely monitored to safeguard national security.

"I have informed President Xi, of China, that the United States will allow Nvidia to ship its H200 products to approved customers in China, and other Countries, under conditions that allow for continued strong National Security," Trump said in a post on Truth Social.

What conditions would those be?

What's your question?

If it's about the 25%, it's my understanding at this early stage that there will be a 25% tariff on approved chips shipped to China.

Here's Trump's and Jensen Huang's position on this matter:

Total exclusion of China from US chips doesn’t starve China of AI chips; it just hands the market to Huawei and accelerates Beijing’s self-sufficiency.

Selling the H200 with a 25% U.S. cut is the classic “keep them on your architecture, one generation behind” play; it buys time, generates revenue, and preserves some leverage.

Want to bet there is a kill switch, or a “random garbage out” remote switch in these chips?

China would have these chips by years end anyway. Might as well get some profit from them.

I'm not an expert on that, but I think it's conceptually possible. Some have contended that Huawei's chips have backdoors and switches.

These chips are several years behind what NVidia is producing today. These chips are meant for servers to provide rudimentary functions. There is no need to panic here. Plus, NVidia stock will go up and the US will profit off of it.

In the chip biz the rich get ricer and the poor get poorer and it’s all about the pace of chip development , not the use of the current generation of chips in service

Economies of scale rule the day and you should never try to hold the wind. In the tech world you cannot block the other guy, you can only outrun them

The Chinese only need to get handful of chips to reverse engineer which they will get, so can’t stop them there and restrictions only an encourage China to reverse engineer and develop their own chips

This is the right call that recognizes the reality of the pace of technology development .

Hard call, but a right call

That would be a first in the high end chip industry. Meaning everyone who buys that chip will have the same kill switch - which no one would buy. The CCP will get the same exact chip used by the data centers near you.

I don’t have a good feeling making these chips available to the biggest thieves and all-around bad guys in the world.

Supplying your enemy with the tools to kill you is not a conservative value. If Biden did this, the idolaters here would be apoplectic.

AI answering the H200 question as to where it fits in the NVIDIA AI scheme

The NVIDIA H200 is a second-generation Hopper architecture GPU, positioned as an enhanced successor to the H100, and serves as a high-performance solution for AI and HPC workloads before the arrival of the newer Blackwell architecture.

1.Architecture & Positioning: Based on the Hopper architecture, the H200 improves upon the H100 with 141GB of HBM3e memory and 4.8 TB/s memory bandwidth, nearly doubling the memory capacity and increasing bandwidth by 1.4x. It delivers up to 1.6x better inference performance and significantly higher throughput for large language models (LLMs) compared to the H100.

2. Role in AI Stack: The H200 excels in LLM inference and training, scientific computing, and HPC applications like climate modeling and genomics. It supports NVLink 4 for multi-GPU scaling and integrates with NVIDIA Grace CPUs via NVLink-C2C to form the GH200 Grace Hopper Superchip, enabling unified memory and faster CPU-GPU communication.

3. Transition to Blackwell: While the H200 remains a powerful and widely available option for enterprise AI, it is now succeeded by the Blackwell B200 and Rubin CPX GPUs, which offer superior performance, memory, and efficiency for next-generation AI workloads.

Once they get one chip…they will have the chips.

When it comes to NVIDIA stuff, the key is having the ability to manufacture them. China does not have that. Yet.

Jensen Huang was just on Joe Rogan for a couple of hours. He gives a good primer on how they develop and manufacture the chips.
