These are “Resistance Judges”, they know what’s expected of them. They know they’ll be overruled.
Article I Section 8 Paragraph 17 says DC is purely federal government. It was taken from Md and Va, but they have no control:
“[Congress has a bunch of powers, blah, blah, blah....] To exercise exclusive legislation in all cases whatsoever, over such District (not exceeding ten miles square) as may, by cession of particular states, and the acceptance of Congress, become the seat of the government of the United States, and to exercise like authority over all places purchased by the consent of the legislature of the state in which the same shall be, for the erection of forts, magazines, arsenals, dockyards, and other needful buildings”
Neither does the judge.

I am not claiming that the NG presence in DC is illegal. In fact, before Trump brought in the NG, federal workers and property were absolutely at risk.
