“If outdoors, consider seeking shelter inside a building,” the Weather Service warned in statement.

It used to be just a figure of speech to refer to someone as being too dumb to come in out of the rain. Might be the norm now, if such a warning is necessary.

How much you wanna bet that Kalifornia’s dams are “under repair” and won’t hold back this rainfall water, but instead just let it all dump into the Pacific?
