Seems like an inspector could do some walk throughs and spot checks to at last pick up a gut feeling if the program was real, or if it needed a deeper examination.

The people dispersing the funds also need to be looked at, for at least firing for incompetence, but also looked at for possibly having motives for passing unqualified applications, such as racial favoritism or bribes.
