The state quickly passed a law limiting payouts by the state for such settlements.
So the rules are for everyone else, not the state. Check.

Great!! You do realize that you are an EXCEPTION, don't you??
Of course. It also helps that my kids have five siblings and over a dozen first cousins who live nearby. They've also got a lot of homeschooled friends in the area who were similarly brought up. When they go to the park, for example, they've generally got a posse with them.
The real question is: Why don't more people live like this instead of living in fear?

My bike riding years, late 50s & the 60s, were carefree travels all over my county seat town, about 8,000 people then.
Not these days. I read last year in the hometown weekly where a parent had to fight to keep their middle-age child who walked on the sidewalk by himself.
