Having worked in several SCIFs, suggest cause more likely bureaucratic laziness. Easier to stuff your overflowing burn bag into lockable room than carry it to approved receptacle. Then forgotten.

I worked a fraud case years ago where the guy deleted all the evidence from his computer, but forgot to empty the trash bin. It sure was nice for him to collect all the evidence in one place where it was easy for me to find it all.
Looks like Comey did the same thing. 😁
