I wonder:
1) Do FBI “burn bags” have labels and lines for sign-off/date by whoever ordered the material to be destroyed?
2) Did the FBI have policies and a system for recording the date each particular bag was burned?
I bet the answer to both is YES.
I find this story a little hard to believe in this day and age. I would think anybody dealing with paper classified documents secret and below would use a shredder before putting it in a burn bag.
