The second thing to do is to make their life uncomfortable (make sure they can’t drive, send money home, get cable, get Internet, get mobile phone service, withdraw cash, etc.).
The third thing to do is to bribe them to return home (using all the income they don’t need to survive in a return home fund).
Their personal share of the return home fund might be randomly raided for national finances after ten years. The NHS has financial problems.
