As long as they use it in the capacity of their mission, that is locating and removing illegal aliens, ICE should have access to ALL Federal Data Systems. Medicaid, SNAP, WIC, IRS, Social Security, etc. ALL. Why wouldn’t they? Removing an illegal aliens from the various welfare entitlement programs is just a bonus.
And your health insurance provider sells your personal information to anyone that wants to buy it. When you apply for Medicaid, you willingly give that information to government agencies specifically for the purpose of them sharing it with other agencies and contracted entities.
Any active duty military member collecting DOD pay, government pay, does not have privacy from any agency the government deems appropriate

I would not think that ICE would need your actual health data. Only details like addresses and immigration status. They should capped to that unless they have identified an actual illegal. Then they can have it all.
