Hispanic’ simply refers to Spanish speaking peoples or people of Spanish descent. There were ‘Californios’ there since the late 1600s. I doubt you can identify heir descendants simply by a name, as Dinwiddie seems magically able to do.
“Parent” - like that’s some big achievement, which cancels out any violations of law. Notice how they use that instead of “Iranian national” that they cite in the first sentence.
