I guarantee you those 21 kids were getting freebies from the Govt..that was the whole point milk the system for all its worth
Additional children do not get you additional benefits. There is a cap and 22 is way, way, way over the cap.
So they have something else going on or she is the baby version of a crazy cat lady.
