Actually ‘they’ didn’t. The February holiday is still officially ‘Washington’s Birthday’. But by moving it from the 22nd to the third Monday of February many, especially businesses offering sales, unofficially christened it Presidents Day since it often falls between Lincoln’s birthday and Washington’s. Lincoln’s birthday has never been a national holiday since some states were dead set against it.
