Is the fuel cutoff switch right next to the retract landing gear switch?

No, the thrust levers which are very large are between. They are not close (and there are two). One question, could the cutoff be left off when the plane starts. I think not. But if not then this is simply sabotage. You can hear one pilot ask the other why the switches are off.

They are in the same cockpit.

They're behind the throttles. The landing gear switch is up on the instrument panel. Literally around almost four feet apart.
