I agree with you - EVERY other country makes its guest workers apply from their home country, and it makes sense because the US Embassy in San Salvador, for example, will be FAR BETTER at verifying the backgrounds of those applying than an overworked State Department in DC.
As to Americans doing the grunt work, unless we find a way to make young Americans APPRECIATE work, particularly work that gets their hands dirty, we’ll have to bring them in from other countries.
