I don’t know. I’m guessing the runway and facilities were constructed to stay above expected high water.
As to hurricane force winds - if a hit is predicted the place would be evacuated. Florida prisons and nursing homes are evacuated depending on the expected strength of a hurricane.
From what I’ve read, the deportees will be housed in fabric shelters. They are well made but authorities are not going to fool around with a hurricane.

I was thinking the same thing, but went one step farther. Make it two-way video so they can see us when we point and laugh at them.
Of which I was confident. Being a close friend of a FReeper who lived there part time and had to go to considerable work to devise his means of dealing with it, I just wanted to know how the DeSantis team planned to do it at that scale. It's not a trivial problem, so I was curious. I respect FReepers enough to ask.

Years ago, we camped at the Collier State Park that is surrounded by the same impenetrable everglades as the Alcatraz.
We attended a park presentation on plants and wild life. There is lots and lots of both. After the program was over, I asked the ranger about the pythons that had escaped innto the literally impenetrable growth that exists beside the road for miles and miles and miles.

I think there are laws in Florida against impeding traffic by blocking the roadway. Additionally, I believe there are self-defense laws protecting drivers from prosecution if they injure someone while fleeing in fear for their life.
