Or is it like the USA where vote harvesters vote on behalf of the non-citizens who were automatically put on the voting rolls when they went to get diver’s license.

Silliness. Reform NEVER gets in.
If polls look anything like this by the time of the next general election (2029!) Labour will put in ranked-choice voting or a runoff system, and if that doesn’t look to be enough, will modify the Oath to permit Sinn Fein MPs to take their seats.
Assuming Reform gets good Tory transfers or round 2 votes, it will have a healthy plurality of English seats, but probably well short the absolute majority in England to say the least of the 326 seats total it needs to form a government, given that there are at most a couple of Welsh or Scottish constituencies it could win, and none in Northern Ireland.
Lib Dems and Greens will happily go into coalition with Labour. Tories will do so if they wouldn’t be the largest party in opposition. SDLP, PC, SDLP, SNP and (if sitting) SF nominally in opposition but will support supply and confidence.
They better do something fast in the UK.

Irish citizens do, as do legally resident Commonwealth Citizens (unfortunately) a legacy of Empire that most other Commonwealth countries do not reciprocate.

A non-citizen is automatically registered to vote when getting a drivers license.
A citizen registered to vote moves away from the address where registered.
Neither of these votes where registered.
These are the “registered voters” on whose behalf the vote harvester casts a vote in their name.... at least in IL and GA where I have experience.
None. Paper ballots, completed by hand, locally counted in the presence of candidates and media.
