The premise for starting said talks should be, “First dismantle your nuclear program and allow unrestricted verification.” Then there should be some kind of positive assessment. In other words, a stick and carrot approach. My experience is that people don’t react well when they have no choices and are backed in a corner. They’d rather die than give in. Give some people choices, and they at least will think about it.
