ZeroHedge lays out the details.

Nothing was agreed on. The announcement is that they agreed to pursue a consensus about what was in a phone call.

The details were intended to be opaque. Short translation — no deal on Neodymium.

The futures did not spike on this news. Slightly down.

The Chinese started cheating on the last deal from the beginning. They simply can’t agree to anything as their economy is in freefall. Any quarter they give comes out of the power of the CCP which is a nonstarter. There is no, and I mean no possibility of a deal we can accept, and they will keep to. We are seeing both sides, who know this, go through the motions. The Chinese thinking they can just cheat us again and the US trying to stave off the invasion of Taiwan.

The Chinese have a proverb: “We can always fool the foreigner.” There is no compulsion in their society to treat any non-Han Chinese ethically or honestly. We are wasting our time trying to make a deal with people who have no intention of abiding by it.
