Ukraine Accuses Russia of Stalling Peace Negotiations

Ukraine’s foreign minister on Friday accused Russia of stalling peace negotiations, saying that Moscow had yet to share a promised memorandum outlining its peace terms. He said Kyiv wanted to see that document before sending a delegation to a new round of talks Moscow has proposed for Monday in Istanbul.

The minister, Andrii Sybiha, said at a news conference in Kyiv that for any meeting to be “substantive and meaningful,” Ukraine needed “to receive a document in advance so that the delegation that will attend has the authority to discuss the relevant positions.”

Mr. Sybiha’s remarks came as both Ukraine and Russia have been maneuvering to set the terms and tempo of peace negotiations, while simultaneously trying to win over the White House, which has threatened to pull out of the talks altogether.

That's a false accusation.

Putin does not want to engage in negotiations, which is not the same as stalling negotiations.

You can take a horse to water but you can't make him drink. Putin does not want to drink and he doesn't want to be taken to the water.

Can you post some of that law here?

Besides, if somebody invades your home, why should you engage in negotiations to get the invader out? The invader is the one that violated the law, and should be booted out and prosecuted to the fullest extent of the law.

No, it bans third parties from bypassing the Ukraine government

According to a source in Ukraine's president's office, the decree was a "signal to those in Ukraine who wanted to speak (to Russians) bypassing the central government."

"Back then we stated the impossibility, now we can state the possibility, the president as the head of state determines this," the source added.

Right, so the president of Ukraine forbade himself from communicating with Putin?

Ukrainian lawmaker and chair of the parliament's foreign affairs committee, Oleksandr Merezhko, told the Kyiv Independent that the problem lies in the interpretation of the decree.

According to Ukraine's constitution, the president represents the state in international relations, manages foreign policy, and negotiates and concludes international treaties on behalf of Ukraine.

"The constitution is always above a presidential decree," Merezhko said. "The constitution clearly says that he (the president) negotiates. That is, he decides with whom to negotiate, when to negotiate, and in what format," he added.

"The decree was aimed at preventing attempts and prohibiting others from conducting any negotiations with Putin."
