On track but not moving.
Same as flights scheduled but cancelled or not flying.
Why is it so hard to pass something that the majority of Americans wan?
Americans need access to all the meetings/discussions and all the attendees/congresscritters and their views on the bill. Sunlight!

Bigger is not better when it comes to spending bills.
Smaller is smarter.
There is fewer places to hide graft and pork.
Omnibus Spending Bills gave us trillion dollar deficits.
When a bill gets too big the politicians have less accountability because they can say "I didn't want that particular thing in the bill but I had to vote for the bill to get our state this particular thing"
